Based on your previous decision letter I read that to submit my response:

"After you finish revising your manuscript, please log into your Author Center at
https://mc.manuscriptcentral.com/tsp-ieee to upload the new file(s) to your submission. You
will find your manuscript title listed under ”Manuscripts with Decisions.” Under ”Actions,” click on ”Create a Revi-
sion.”

I went to this location, but do not see an "Actions" button to click on.
Thus I am asking you to explain how I can respond to your RQ review.

In your decision letter you told me to directly contact you, NOT MS januszkiewicz.
Thus I am directly mailing you with my request, carefully following your directions, to the letter.

1) I have reworked the MS, making many minor and two major changes, that greatly improve the MS.

2) I have reworked the response to the decision letter with detailed responses to the comments of all three reviewers

3) I am prepared to upload the modified documents, but do not find an "Actions" button.
So at the moment I do not know how to proceed with the submission.

Rather than attaching two PDF files and one txt file to this email, I have placed them on a website, and provide the links to the three files.

One is the MS and the other is the revised decision letter containing responses as of yesterday to the reviewers
comments, R1, R2 and R3.
